You will also recollect that, by the wish of the Texas Com- pany, I cabled you sone weeks ago, asking you to kindly elicit from the Hongkong Government either a denial or the reason of this supposed change of its attitude. However, neither has been received by the Texas Company or me; and, as far as this concerns my own Company, you will, I am sure, understand that I cannot possibly give my consent to ite elimination from the Texas agreement willing as I am to do all to settle matters), unless this hardful statement, by the Hongkong Bank, as to port facilities is either denied or the extraordinary change of at- titude explained and justified; seeing that it is only after the Lon- don partners of Mr. Holyoak a director of that Bank and Member of Hongkong's Legislative Council

vetoed his clear acceptance of this Texas agreement, jointly with my Company, that the Hongkong Government is supposed to have all at once reversed its attitude so completely.
